Vpp pin location

I have been designing a PCB and something started bothering me - The Vpp pin for ICSP is always so far away from the data and clock pins.

Does anyone know the historical reason behind this?

Sorry, don't know the history, can only guess.
It's on the opposite side of the package on the grandaddy PIC16C54.
Maybe it's because this was a high power input on the old PIC16C chips.
On the PIC16F chips it is just a low power indication that programming mode should be triggered. The actual programming current comes from the Vdd pin.
