Lora Mote DM164138 appears to have firmware for India

Hi, I recently purchased some DM164138 Lora Mote development kits from RS in the UK.
I am having problems with getting them to connect to a LoraWAN gateway in the UK. The USB/serial connection reports "RN2483 1.0.5C.01 -India Jul  6 2018 09:22:38" and "radio get freq" returns "866550000" so it appears that the RN2483 has some special firmware for the Indian market rather than the EU.

So I tried to upload different firware to the RN2483 using the LoRaDevUtility.jar unitlity from the support website at https://www.microchip.com/wwwproducts/en/RN2483.
However this fails. Indeed if I use the command "sys eraseFW" the RN2483 simply returns "RN2483 1.0.5C.01 -India Jul  6 2018 09:22:38" as if I just reset it.

Any ideas ?
