ICD4 Cannot Be Tested

My ICD4 cannot be tested from the Debug / Debugger Self-Test option. It shows in the tree, complete with serial number, and it comes and go if it is unplugged and plugged in again. But it is grayed-out and the test cannot be run. Any ideas?

As even the simulator is greyed out: might be you need a (dummy/minimum) project to be able to select the ICD4.

PEBKAC / EBKAC / POBCAK / PICNIC (eventually see en.wikipedia.org)

Even with a project, it's still grayed out. Tech Support had mentioned that maybe just run it anyway and see what happens, but that just produces an empty tab saying "Self Test Failure", so that's not going to help.

On mine it is always grayed out.
I click on the serial number and the test proceeds.
It says after some delay and relay clicking Please ensure RJ-11 cable is connected to the test board.
After some time the Output - ICD-4-D: window says all succeeded.

If the ICD 4 is not recognized on USB it does not show up in the list
