An Update for anyone following this thread.
TCPIP_ICMP_User_Disable() / TCPIP_ICMP_User_Enable() do not discard the PING requests. they queue up until there are no more buffers. That will freeze the Stack.  So the Issue is like not that the Network can Ping the Unit, But that the Pinging uses up all the Buffers.   There is still the Possibility that some Networks need the Ping to work. Apparently the opinion on this is hazy.
