PIC18F45K42 Draws too much current until 5.038VDC

I have an interesting problem. Not positive it is the PIC18F45K42 processor but I think it is.
That section of my board has a display and a few S/H.
I've removed some parts from the board and it seems like its a processor issue.
below is a list of 5V voltages and currents as I turn up the bench supply:
4.896V 23.22mA
5.014V 23.16mA
5.033V 19.33mA
5.036V 8.90mA
5,038V 2.72mA
Is there a processor setting that may be doing this?
Thanks, Glenn

It's probably one of the parts your did not remove.

At a guess one of the PIC pins that you did manage to set to be an output is trying to drive a PIC pin that should be an input. What ever is driving that pin has a voltage near 5.038 volts.
