Please note there is an issue with some early versions of the board that has a wrong configuration in the debugger.
you have 2 options:
1) RMA the board (if you allow Microchip to contact you via email, then you should have gotten an email informing you you that you need to return it and will get a replacement)
2) use MPLAB X v5.45 (or newer) go to "Tools > options > embedded" and check the box "Exclude device checks for kits"
all of the boards that are on microchip direct have been corrected, however there are some that were sold before this was caught.
