Cheap Target Board for PICKIT 3 not working.

It has been some time since I posted. I have been using a Matrix Multimedia programmer which works well but only on Windows. I am now working mainly on OSX and remembered I had an old PICkit 3, but no suitable target board. The PICkit 3 seems to be still working.
 
I am using MPLAB IDE/IPE V5.4 and IPE recognises the PICkit3:
 
Connecting to MPLAB PICkit 3...

Currently loaded firmware on PICkit 3
Firmware Suite Version.....01.56.07
Firmware type..............Midrange
Target device was not found (could not detect target voltage VDD). You must connect to a target device to use PICkit 3.
 
The target board is a cheap one off Ebay: https://www.ebay.co.uk/it...d=p2060353.m2749.l2648
with minimal documentation.
 
I have tried a variety of PICs including a 40 pin 16F877 which I hoped would be foolproof, as the chip can't be placed incorrectly, but no PIC variety seems to work. 
 
I attach a photo. The immediate error seems to be: No target VDD but the board has no power supply?
 
Any ideas?

    The default in IPE is for the programmer NOT to supply power.
    You have to enable "Advanced" mode, and go to the "Power" page to enable power to the target.

    Thanks, Will try. Sadly today the IPE keeps crashing before it is even loaded. The IDE seems to be working fine so a bit strange.

    I thought a quick update might be useful. I have been totally unsuccessful at getting IPE V 5.4 to work again on OSX High Sierra. Even though it worked initially for a few hours it crashes predictably and repeatably about 2/3 way through loading. Even totally uninstalling and reinstalling V5.4 did not work.
     
    However, V 4.2 does work
     
    I have had success for 8 pin, 18 pin 28 pin and 40 pin chips.

    I have a similar device. The issue yours may have as well: NO capacitor on the board.
    Adding a cap between VDD and GND really improved the performance.

    PEBKAC / EBKAC / POBCAK / PICNIC (eventually see en.wikipedia.org)

    Please make sure when using MPLAB X v5.40 that you update the Tool Packs as they have firmware bug fixes.  Goto Tools->Packs then select the Tool Pack tab and update the pack for the tool you are using.

    thanks, I have updated all the tool packs but it has not resolved the issue. I have sent an automatically generated crash report to Apple a few times.
