Harmony 3 GLCD transparency problem

I am trying to overlay a graphic with a transparent background on another graphic (both on Layer 2).
This appears to work prefectly in the Graphics Composer - composer.jpg.
However, on the actual screen, the transparency is punching through the underlying graphic and showing the layer below.  LCD Screen.jpg (sorry about quality).  The grey rectangle is a marker I put on Layer 1 so I could be sure the issue was punch-through rather than the image actually being black
Surely it must be possible to have overlays on a single layer?
I have tried every combination of background type, Scheme, Alpha settings - you name it.
What am I missing please?
I would post my design XML but it is massive!
