DIY AC244023

I want to debug a PIC18F14K50 by PICKIT 3 and I need AC244023 debug header. However, I can't find it in any local (Iranian) market and because of sanctions, I can't order it from Microchip, eBay, Amazon, etc.
Can I make an AC244023 myself? Is it open source? My arsenal:
2x PIC18F14K50
1x ATmega32A
PICKIT 3
STK 500 programmer
Arduino UNO
some other electronic parts (resistors, crystals, etc.)

No. It contains a special  PIC18F14K50-ICE chip which replaces the PIC on your board.
If you can't buy the header, you probably can't buy that chip either.
