PIC24FJ32GA102 debugging error with PicKit3

Hello,
I'm using MPLAB IDE v8.92 and C30 compiler v3.12 for programming PIC24FJ32GA102 device.
when I connect pickit3 to the board it readss target ID properly but if I try to put it into debug mode pickit3 gives error that target device is not ready.
I've checked,
1. MCLR is pulled high with 10K
2. internal FRC is used 
3. tried giving power externally and through pickit3
4. tried using another board (same result)
5. tried diff configuration settings - I've used same board before couple of years and there was no issue.
what I've noticed is configuration bit settings are changed a lot, earlier there were 7-8 fields but now those are increased dont know how and why
I've attached images for ref.

    In the second image, you have a checkbox ticked saying "Configuration bits set in code".
    You have not shown the code where you set them.

    Hello,
    configuration bits set in code:
    _CONFIG1( JTAGEN_ON & GCP_OFF & GWRP_OFF & FWDTEN_OFF & ICS_PGx1)
    _CONFIG2( FCKSM_CSDCMD & OSCIOFNC_ON & FNOSC_FRC & I2C1SEL_SEC & IOL1WAY_ON)
     
    I've tried both, config set in code and set through config window but the result is same.

    Try with JTAGEN_OFF

    Hello,
    thanks for prompt response, but I've already tried that and result was same.
    I wonder how come these config bit setting window is showing these many options. before 2 years I was using Windows XP with same version MPLAB IDE, C30 compiler, Pickit3, hardware and firmware is also same without any change. Difference is that now I've Windows10 machine but I can program/ debug dsPic30f3011 controller on other board without any issue.
