Is my new ICD 4 broken?

I just brought an ICD 4. 
 
While running  Debug->Run Debugger/Programming Self Test     with the ICD Test Interface Module connected, I receive the following messages:
 
Test interface PGC clock line write succeeded.
Test interface PGD data line write failure.
Test interface PGC clock line read not tested.
Test interface PGD data line read not tested.
Test interface LVP control line not tested.
Test interface MCLR level not tested.
Interface test could not be completed. Please contact your local FAE/CAE to SAR the unit.
 
Is my ICD 4 is broken?   This is a brand new unit.  Any suggestions, or what do I do now?

    Provided the programming cable is ok, the same applies for the connections on both ends and the Test Interface module . . .   then see

    P.S.: If you have another ICD as well, you could at least check the Test Interface Module and its end of the programming connection. (IIRC, some selftest was at least available for the ICD3.)

    I have two cables and they both act the same.  Neither is bent.  Sometimes the test reports this:
     
    Test interface PGC clock line write succeeded.
    Test interface PGD data line write failure.
    Test interface PGC clock line read not tested.
    Test interface PGD data line read not tested.
    Test interface LVP control line not tested.
    Test interface MCLR level not tested.
    Interface test could not be completed. Please contact your local FAE/CAE to SAR the unit.
     
    And sometimes it reports this:
     
    Test interface PGC clock line write failure. Please ensure that the tester is properly connected.
    Test interface PGD data line write not tested.
    Test interface PGC clock line read not tested.
    Test interface PGD data line read not tested.
    Test interface LVP control line not tested.
    Test interface MCLR level not tested.
    Interface test could not be completed. Please contact your local FAE/CAE to SAR the unit.
     
    This is a brand new unit.  I have submitted a warranty claim.  Thanks for your help

    Is that with the unit not connected to any PIC board?

    Turns out the broken part was the small circuit board that you plug onto the cable end to do a self test.  The ICD4 itself works fine.  I was able to diagnose because I purchased a second ICD4.  And BTW, Microchip promptly replaced the broken part.  Thank you, Microchip!
