KSZ9897R Evaluation board SPI configuration

I am trying to configure the KSZ9897 Evaluation board using SPI.
 
I am using the MCP2210 USB/SPI bridge and sending SPI commands using the MCP2210 SPI terminal software from Mircochip.
I am chacking the SPI singals in parallel with a logic probe and the SPI signals from the MCP2210 are correct.
 
The KSZ9897 reacts by lighting up the LED directly connected to the chip select, but otherwise doesn't react to either read or write commands over SPI.
The In Band Managment and MDIO/MDC jumpers for port 7 are not set.
The SPI strap option LED4_1 is set high.
I have tried sending in both SPI type 0 and type 3 with frequencies between 10kHz and 12MHz.
 
Everything left of the turn around bits is shifted left 1, so for reading out the ID register I am sending:
0x60 00 00 20 00

The problem was due to the 3,3 V output of the MCP2210 being completely rejected by the KSZ9897R even though the chip is capable of 3,3V IO voltage if configured like that, using a fresh KSZ9897R Evaluation board and a voltage level shifter between the KS9897R and the MCP2210 fixed the problem and allowed the KSZ9897R to be communicated with over SPI.
