MEC1428 Help needed on reading run time registers and ec-only registers

Hi all,
Please redirect me to the right forum if I am posting at the wrong one.
Currently, I been given a task to calculate speed of CPU fan that is connected to MEC1428.
Upon reading the datasheet, I have no idea on how to access tachometer's ec-only register (datasheet page 368).
From the datasheet, it says tachometer instance block starts from base address 0000_6000h. 
However, I do not know which register I should write the address to access tachometer block.
Right now, the best that I could do is to read legacy identification on chip level global configuration register using configuration port to make sure I am reading the correct embedded controller. (datasheet page 153) 
Below is the pseudo code I used to access legacy identification:
1. Write 0x55 to index register to enable config mode.
2. Write 0x20 to index register in order to read legacy identification.
3. Read legacy identification from data register.
Can I access run time registers/ ec-only registers base address using index and data register?
If not, can you guide on appropriate method for accessing those registers?
