Harmony 3 -- No devices in Configuration Settings

I've just downloaded and set up the Harmony 3 configurator plugin and tried defining a new project.  When I get to the Configuration Settings dialog there are no device families or target devices to select -- these drop boxes are empty.

Did I miss a step while setting up Harmony 3?  Is there some other setup phase to go through?

My system has:
   MPLAB X 5.30
   Harmony Configurator v3.3.0.1
   Windows 10

Thanks for any word on this.

Do you need to select a chip in the project first?

That's the trouble -- there aren't any chips to select.

OK, a little progress -- uninstalled and reinstalled and see device list to select my part, but the configuration tool dies during the rest of the project setup.
Key to progress is likely that I turned off the 'sleep' power option, so the machine ran long enough to download libraries without being interrupted.

tips:
-you don't need to download every single repo, only the ones you need (and their dependencies). This will also speed up the configurator launch.
-don't use the downloader inside mplabx, it's a piece of crap that's going to be removed pretty soon. instead use the  content manager. you can find it in your harmony installation folder, in the mhc sub folder
-apparently the "native" mode in which the configurator view is rendered as a separate window works better. I didn't even used the other view because i always hated it

Thanks for the further tips on this.  I finally had to disable my anti-virus to get enough cycles to do what Harmony was requiring.  It's all loaded and working now, but very slow -- took about 1/2 hour to start up this morning.

Which anti virus?
Maybe try excluding the MPLABX folder from scanning. MPLABX is loading thousands of java scriptlets as part of its normal operation.

Kaspersky.  I figured there were a lot of files involved and turned off file scans first, but wound up disabling the whole thing.  Harmony finally got all the way through download and setup after several  hours.  I'll try excluding the MPLABX folder per your suggestion.
