Refuses to enter ICSP / debug mode on PIC24FJ64GA702

Panic.
 
I just received 50 boards ready to go but they refuse to be programmed. (I tried 4 of them)
 
I checked the voltage levels and they are ok, including the 1.8V on pin VCAP.
 
This worked on my prototype and the only difference of note is that I have a 4k7 pullup on the MCLR instead of the 10k as previous.
 
I checked the waveform on MCLR and it is a high pulse of 496us and nthen drops down to 0 and reaches that at 522us.
That is a tiny bit more than the P21 in the spec sheet stating 500us max.
 
Would that be the reason that it does not work?
 
If not, what else should I check?

The message from MPLAB is :
"The Device ID (0xffff0000) is an invalid Device ID. Please check your connections...."

    Did you try changing the pullup back to 10k?

    Crisis averted!!
     
    The problem was that MPLAB 5.10 had crashed in some subtle non evident way.
     
    Perhaps it was because I used the IPE in between. I am not sure but for whatever reason, MPLAB was the problem.
     
    Once I restarted the lot, it suddenly started loading firmware into the ICD3 and then everything worked again.
     
    Oh man, what a start to a Friday.
