Hot!IPE connects but MPLAB doesn't

IPE connects but MPLAB doesn't

Hi,
 
When I try to connect to my homemade board from MPLAB X IDE 5.10, I get "Target device was not found (could not detect target voltage VDD). You must connect to a target device to use ICD3.", even though the Power settings for ICD3 are to power the target circuit with 3.375V.
 
The weird thing is, IPE connects and programs the PIC32MX170F256D just fine.
 
Any ideas why IPE can connect and IDE can't?

    When you enable power from the ICD3, it adds a power ON/OFF button to the menu bar.
    Make sure that button is on the ON position.

    What button is that?
     
    Is there some setting to enable that menu button?
