Battery Analyzer for Electric Vehicles

Dear Sir/Madam,
We want to design a Battery Analyzer for Electric Vehicles such as Plugin Hybrid car(PHEV), EV passenger car,Heavy delivery van.The battery voltage can be the range of 9 VDC to 800 VDC. Please suggest us a appropriate part or design which can measure the following parameters:
1. Voltage,Current,Temperature
2. State of Charge(SOC)
3. State of Health(SOH)
4. State  of Power(SOP)
5. State of Safety(SOF)

    That should be enough to get you started. As for what specific PIC device would be recommended, that depends on the overall specifications of your instrument. It could be done with something like a PIC16F18855, or perhaps a dsPIC. An instrument such as what you want to develop will require extensive external circuitry, and the microcontroller will need to be chosen based on the interfaces to that circuitry.
