MPLAB X IDE PDI error

I am running MPLAB X IDE (5.2) on macOS Mojave.   I have XC8 (2.05), and an Atmel ICE to program an Attiny406 on my target board.  I have written a small program to test the toolchain and I am able to compile link and load this test program into the 406.  The debugger gets break points and allows me to step through the code successfully.  The program operates the 406 correctly (it toggles port bits).  In addition the target board checks out from a hardware perspective.
 
My problem develops trying to program the 406 with operational code.  I get a PDI error as shown on the attached screenshot.  I have researched this error on-line without improving my understanding on how to deal with it.  Any help troubleshooting this problem would be appreciated.

    So a small program works, but a large one gives this error?
    Can you try a medium sized one?

    I tried enlarging the simple program and got the same PDI error.  The operational code is only 0xEAE in size, so it is not really very large.
