PIC32MX775F512L - USB Device

I'm currently working with a custom PIC32MX775F512L processor set interconnected with an ARM processor running Linux.
 
I'm attempting to run a simple USB Device CDC Application on the PIC32, the ARM senses it but provides the dmesg errors:
[ 389.491295] usb 1-1: new full-speed USB device number 2 using musb-hdrc
[ 389.611292] usb 1-1: device descriptor read/64, error -71
[ 389.841306] usb 1-1: device descriptor read/64, error -71
[ 390.071295] usb 1-1: new full-speed USB device number 3 using musb-hdrc
[ 390.191293] usb 1-1: device descriptor read/64, error -71
[ 390.421429] usb 1-1: device descriptor read/64, error -71
[ 390.651304] usb 1-1: new full-speed USB device number 4 using musb-hdrc
[ 391.071302] usb 1-1: device not accepting address 4, error -71
[ 391.191304] usb 1-1: new full-speed USB device number 5 using musb-hdrc
[ 391.611290] usb 1-1: device not accepting address 5, error -71
[ 391.616803] usb usb1-port1: unable to enumerate USB device

 
This project is configured using MPLAB Harmony; verified USB Freq = 48Mhz.  
 
I've also attempted to migrate to MPLAB Harmony v3 but this does NOT support the PIC32MX775 chipset series.
I've attempted to use the latest MLA, but this does NOT support the PIC32MX Series for USB.
I've attempted to use legacy MLA but am met with similar results.   
 
 
Has anyone had experience creating a USB device on this chipset or have advice on how I might proceed?
