Download speed vs. voltage

Noticed something unusual with the download speed of program using an ICD4 and a board with a PIC24FJ256GA610.
 
Our current target board has a PIC supply of 2.0V.  It takes about 3 1/2 minutes to download our program.  A consultant we are using says it shouldn't take this long and suggested some voltage changes.  So our hardware guy upped the PIC supply to 2.1V.  And now our program downloads in 15 seconds! What the....?
 
So what is going on here?  Is this documented somewhere?  No changes were made to anything except for the PIC supply voltage.

Check the data sheet spec for flash write time.

I don't think it's related to ICD4. The flash controllers on this chip are in charge of timing the writes. 2.0V is the absolute lowest voltage allowed for programming. I would guess the flash controllers generate higher voltage internally and have some sort of difficulties with that at 2.0V. The internal working of flash controllers is not documented anywhere. Perhaps if you contact Microchip they may be give you a better answer.

Thanks, NorthGuy.  What you say makes sense.  Odd that it happens so close to the 2.0V lower limit from the data sheet.
