ATMEGA328P-MMHR

Hi
 
I am using the ATMEGA328P-MMHR for led control.I want to know below points
 
1. Do i need to have ICSP header in my board? What is the icsp programmer cost? Can I have meeting part in my board.
If there is any other way to program then let me know.
2. Do i need clock source in my board.Is it ok to not have any clock in my board.Can i use internal clock in the board.
