ICD3 cannot program into device

I use ICD3 and MPLAB X IDE v3.55.  The ICD3 driver was downloaded correctly.  In Device Manager, it shows "Microchip WinUSB Device".
After I press "Make and Program Device" button in IDE, after make process, the ICD3 shows "Reception on endpoint 1 failed (err=-10031).  Connection Failed."
What should I do?

Windows? Linux? A Mac? What version?
Did it work before or is it a new installation?

That's an USB problem. Try connecting it to a different USB socket on your PC. If it persists all the time, contact Microchip. They'll replace your ICD3 under warranty.
