ICd3 and Pickit3 problems

I have a Asrock AB350Pro4 running windows 7 pro 64 bit and a Ryzen 1600.
I can see both the pickit3 and the icd3 on usb 2 or usb3 portswith versions of mplab below 4.01  i.e. 3.65 sees them.
4.01 and above do not see them.  This is with the 1.0.0.5 driver.  I have a FX8350 system also running windows 7 pro 64 with the 1.0.0.5 driver and all versions including 5.15 can see both of debuggers.  
I have not tried the 1.0.0.8 on the Ryzen other than with 5.10 and 5.15, and in that case, it doesn't see them.
It appears that some changed induced between 3.65 and 4.01 broke the functionality in this case.
Does anyone know what actually could have done this?
 
And I'd really like the devs to know this.
 
Bottom line, I can't develop on the system I am supposed to be using (the Companies computer).  I need to fix this.
I assume there might be some logging functionality I can turn on in the IDE to capture a log for someone to look at.\

    Have you tried another computer to see if it works? My laptop has an Intel(R) Core(TM) i7-4800MQ CPU, and runs windows 7. It can see both programmers.

    Another computer works fine, and I had to switch development over to it.

    In this case, it looks more like a hardware compatible issue that some computer's USB driver cannot work well with the programmers.
