There's anyway to disable automatic recompile?

Every time I try to run debug or program a device MPLAB X IDE always recompile even when nothing in the code has changed.Can be disabled this behavior? Also every time I plug a tool or start the IDE the connected tool is reflashed, this take more than a minute and burn flash so often is not healthy ..
