The free Community Edition supports PICkit 3 and the MPLAB X simulator, but not the ICD 3.

We've discussed support for different IDE including KDevelop and Insight at MASTERs, and have verified that debugging with KDevelop works.   Since qtCreator is loosely derived from KDevelop, we suspect that it should be straight forward to support.
