There is an issue in which the C30 license manager will not allow a 24E device to be executed with a PIC24 only license (SW006014).  The same hold true with the 33E device with a dsPIC only license (SW006013).  The error message: “The installed license is invalid for this device” will be generated.  
 
To resolve this issue, please replace the license manager (located in the \bin directory) with the one attached.  Note that licenses supporting both dsPIC and PIC24 devices will not be affected by this issue.
