Voltage on VDD CORE

Hi Gents, 
I'm develop a board  with a PIC18F24J50, when trying to program it with my Real Ice i get the following error :
Target Device ID (00000000) does not match expected DeviceID (00004c00)
 
Probably due to a bad powering of my PIC ( I already check the links between the PIC and the Real Ice).
According to the datasheet my PIC got a 10uF capacitor ( with low ESR) connected to the VDDCORE/VCAP pin, but the voltage on this pin is 0... if I'm right I should see something? maybe 1.8V? 
My pic is powered with  3V.

    The chip is probably faulty. You should have a voltage on that pin.

    The chip is probably faulty. You should have a voltage on that pin.


    Or the cap has a short or there is a solder short.

    the capacitor is 10uF, I check the part it is a F part, regarding the faulty PIC, I have made 4 PCB and all of them got the same issue... 
    I will Check solder...

    Hi gents, 
    I'm back on this topic,
    I check the soldering evertthing is Ok, but the reference wrote on my Pic is P18F2450-I/ML, but checking with my order I ask for a PIC18F24J50 with QFN28 package, are they the same component? because it seems that P18F24J50 and P18F2450 are different when selecting the component in MPlab...

    They are different devices. You need to fit the correct ones.
