I had a similar problem from the first install of MPLAB X on my Win 7 machine.  
I moved the USB cable to the back USB port marked "USB Bios Flashback" in green.  And then I got a connection and download.
I suspect the problem is either USB3 or that there is an internal USB "hub" on some of the newer mother boards.
 
Anyway a different USB port made all the dif.......

Hi,
 
I had a problem with this when I upgraded my version of MPLAB X.  I was able to fix it by:
1.  setting the "run program as Administrator" 
2.  resetting the project properties.  When I reset the toolchain properties in the project, it initiated a firmware download from the pickit 3 to the MPLAB X.  Im not sure why it had to do this, but it works now.

Hi Paul-
You are suffering a USB driver problem. It probably got stepped on in the update...
If you are going thru a hub, go direct to the PC USB port.
If you have programs that play with the USB ports (like VirtualBox) try not starting them or killing them with ProcessExplorer (google it if you do not have it already).
If this fails bring up device manager and check the drivers and ports to see if the device is even recognized. You should be able to re-install the driver to get this working.

I also have this problem with Pickit 3 and MPLAB X 2.0. I get the message
The programmer could not be started: Could not connect to tool hardware: PICkit3PlatformTool, com.microchip.mplab.mdbcore.PICKit3Tool.PICkit3DbgToolManager
 
Yes my pickit 3 is listed in the device manager
I have tried connecting it directly to a PC USB port
The pickit 3 standalone application correctly identifiy the PIC connected (tried several different)
I have updated the pickit 3 os to the latest

Dear All,
I experienced the same problem (MPLABX, Pickit3, Windows 7 64 bits). I could solve it by applying the following steps :
(i) Run MPLABX as administrator
(ii) Terminate various tasks from the task manager which did not seem critical to me
The 2 steps above did not provide any improvement.
Then, I connected the Pickit3 to a powered Belkin USB extender. I could get immediate, perfect operation of the Pickit.

Hi, I am trying to program a PIC32 with MPLAB X and a PICKit 3. My OS is Windows 7 64-bit. I installed the driver (I tested both windows default and Microchip driver), I installed Java in last 32 and 64 bits versions and tested them both. I'm running everything as administrator. When MPLAB tries to connect to the PICKit 3 after build and load, it returns this message :

My PICKit is plugged and detected by both Windows and MPLAB X (in the project properties). I'm not the only one who has this issue (with a similar configuration). I've tried everything I could... Can anyone help me ?


When you go to Properties of your project Which Hardware Tool you had selected? Instead of selecting PIC Kit 3 Serial Number Select PIC Kit 3 Main Tree Only. I was getting same error and it is solved once I have selected this way.

I'm using MPLAB X IDE on Win8.1 Sometimes it can work but sometimes, MPLAB X showed the error
"The programmer could not be started: Could not connect to tool hardware: PICkit3PlatformTool, com.microchip.mplab.mdbcore.PICKit3Tool.PICkit3DbgToolManager"
I think PICKIT 3 driver was conficted with the others ( but problem is who are the others? how can I find it not by "feeling strange or something like that". I think I need more support from Microchip. MPLAB and Pickit 3 is your products, it should work consistently together. I felt very very annoyed when I met this situatation for a long time ago (from 2012) but it hasn't been solved. 
MY SOLUTION: Restart your computer, run in safe mode.

I don't appear to have a right machine, build or something.  The PIC kit3 Programmer Utility doesn't have Revert to MPLAB Mode or Download PIC Kit Operating System under any Menu.  PIC Kit3 Programmer Utility does see the PIC Kit3, though.

Hello all,
 
just got my pickit3 , downloaded the latest version of mplabx(2.10) and expected to work on a wifi g demo board, but yes, I had the same issue. 
 
After loosing about 3 hours browsing the foums, I found a workaround that works, at least with me:
 
- connect pickit3 directly to the computer, not to a hub.
 
- turn off your antivirus software
- download the pickit3 appliaction programmer v 3.10 and download a Pickit3 OS that comes with it.
- once downloaded, set it back to work with MPLAB
- open the mplab IDE 8,76 and download the last firmware for pickit3, in my case its: 
  Firmware Suite Version.....01.26.71
 
- Then, if does not connect with mplabx then restar the computer, it should work.
 
 
So, I feel a bit disappointed, i really wish that all will work well from now on, it does'tn feel good to loose time in things that should be tested and retested before releasing.

Just Discovered this, It worked really well for me
Update Your Pickit3 using the Pickit3 3.10 software then
on go to Tools > Revert to MPLAB Mode

Also you can do the "Revert to MPLAB Model" by just holding the pickit3 button while is being plugged to the pc.
That works for me

This same problem has owned me for 3 days straight. Finally came across this forum and catcha03's solution 2 posts above this 1 solved the issue. I could not connect to my PIC32MX534 and everytime I hit Debug from the MPLABX ribbon I would get a message stating "Connection failed" or something along those lines. I also updated to MPLABX v 2.15 in the process (not sure if this had anything to do w/ it or not). If you are facing this problem definantly give his suggested solution a shot. Btw, im under Windows 7 64-bit as well. For those that are stressing, the feeling of getting the PICkit 3 to work w/ your given PIC microprocessor is a wonderful feeling so don't give up!

I was able to get past this issue by connecting the PICkit3 to my old computer running MPLAB 8.x and upon connection installed some firmware.  Step 2 was connecting the PICkit3 back to my original computer running MPLAB X v2.15 which installed new firmware itself.  It works now, and the only possible explanation for the fix was that MPLAB x didn't realize it had to install the bootloader in the first place.  For reference, this was on a R7 PICkit3.

I've been working on this for days and couldn't figure what I had changed. I even uninstalled the MPlabX and reinstalled ver 2.05. Still had the problem. I tried your resetting the project properties and that worked for me. Thanks for the suggestion. I wish they made this a little easier to get started. It's hard enough understanding the concept of programming let alone having stupid problems with the system. you'd think they would have figured this out by now and gave us a little help here.

Let me report my case.  I apologize my poor English.

OS: Windows7 64bit
Solution: Update PICKit3's firmware with MPLAB v8.

This was first time I make PIC-program.
My Target IC is PIC24FJ64GB002 on "RT-ADK mini" .
I installed MPLABX v1.30 and C30. (the sample-program I wanted to
compile needed C30)
I tried also "Run In Administrator" but I didn't succeed  to write .hex to PIC.

So I tried MPLAB v8.86 and connected PICKit3.
I did that in menu ...
* Configure -> Select Device  "PIC24FJ64GB002"
* Programmer -> Select Programmer  "PICKit3"

Then MPLAB v8 updated PICKit3's firmware to below.

Firmware Suite Version...... 01.27.20
Firmware type......................dsPIC33F/24F/24H


I succeeded to write .hex to PIC. :-)


Next, I stopped MPLAB v8.86 and started MPLAB X v1.30 .
I succeeded to write with tool button.


I hope this information helps someone.

Project options->PicKit3 default selection fixed it for me.
 
Edit: Fix was temporary. I reinstalled MPLAB, still there was problem. Problem is fixed after downloading operating system from PicKitv3.10 then reverting to MPLAB mode. Apparently the kit had software problem.

I don't know what the problem was, but I was able to solve my "Connection failed" error on Windows 8.1 64-bit by simply rebooting.  Everyone should try rebooting before spending too much time troubleshooting!
 
I wasted a lot of time thinking that the connection between the PICkit 3 and the PIC was the problem.  It would be nice if Microchip gave more detailed error messages, including information about the underlying operating system call that gave an error, and its error code.

We have 2* REAL_ICE and 2*ICD3 and 6*PICKIT3.
 
We have and still have Connection problems using the stock USB cables and Microchip dev. kits. Microchip have been unable or unwilling to fix this for the past 8 years. We use many different PIC devices and everytime that the firmware on the programmer need to change to the new PIC, it is a mission of connecting, disconnecting, reconnecting USB, restarting and so on. Every time we waste time messing around till it works.
 
The least that Microchip can do is allocate senior resources to quality check the device firmware and USB firmware. Afterall the RealICE is their premium product that is supposed to work well.

It's not the tools, firmware, or the hardware. It's MPLABX.
 
I have the same experience. They (Microchip) don't. Open a support ticket and complain... if enough people do maybe they'll fix it one day.

I tried a lot of the tricks described above to no avail.  Finally I switched USB cables and my Curiosity HPC now connects.  It may be a power issue with certain cables.
