There is YES under "Target Power" and NO for "Power to Target" -  go figure.

Where is the confusion?
YES under "Target Power" -> It works if the target has its own power
NO for "Power to Target" -> It will not power the target.
 
There is a clear note on page#2 of that datasheet, saying:

The target board must be powered from its own power supply.

 

Worst forum problems are now fixed, but the damn firewall is still there.

Unfortunately I interpreted "Target Power" as ability to power the board and did not read the rest.
RTFM :)
 
In any case, I can only blame myself for not ordering PICKIT4 with the same order.

This probably wrong forum to complain about SNAP, but for some reason it reports device revision as 0x00 while PICKIT3 reports it as A003

Just got programmer from Northern Software and it resolved all our problems: 1.78 seconds :)
At first I thought it did not do anything, but it works. Amazing.
