The PK3 does not have pullups, it has pull-downs on both PGD and PGC.
It won't work well if you have pullups on the same pins.

Please, don't tell me the I2C is sharing the PGD/PGC lines with the debugger!

SCL and PGC are both on pin#6/RA1.
SDA is safe on pin#5/RA2
That is why low pin count devices are not much good for debugging.
You will need to remove the pullup on RA1 to program the device, and restore it to do I2C communications.
That means it's impossible to keep the programmer connected while running I2C.

Sometimes it is wise not to develop on the "final target" µC.
Provided there is some "closely related" derivative with more pins but basically the same peripherals.

I learned that lesson now... the hard way.

Once there was a time (not too long ago) where you were substantially on your own: no www, no forums, the best you could get wasthe phone or telefax number of some FAE. These didn't have today's resources as well. Once we got the answer "seems you are the first to ever activate this feature". I've had my fair share of "firsts" 😎
