Which one is your own code? the code you posted before did not have a section to blink an LED. And you still can't answer to all the questions, the basic questions.

my hardware
LED is connect to port b.
4.7k resister and 0.1uf capacitor are connect to MCLR pin

Is that your circuit?

I don't see any LED on portB on that circuit. To which pin of port B? how are you connecting your LED?

Why you din't show it on that circuit the way it's connected? So people can rule out all possible hardware problem.

How do you expect people to find out why this new code doesn't work on your hardware if we can't see the working code?
 
Can you write a simple code just to blink an LED without any USART code and see if your PIC is running then add the rest of the code.
Something like: 

TRISBbits.RB0.0 ; //set PORTB bit 0 as output
while (1)
{
LATBbits.RB0.0 =~LATBbits.RB0.0;
__delay_ms(500);
}

+1, but show ALL of the code, including CONFIG definitions, #defines, #includes.
